As you are all aware, Chancellery Executive have endorsed in principle the development of the business case for the establishment of the Graeme Clark Institute for Biomedical Engineering and Innovation.

The approach is that a relatively mature but draft business case is prepared by 25 August.  This will use the excellent foundational work already undertaken in MSE, as the source of much of the strategic and operational content for the business case.


Some further work is required in the following areas:

·       ensuring that the proposed programs and activities of the GCI are outcomes focussed and attractive to government, as well as addressing key research and innovation challenges;

·       refinement of operational and management structure and governance;

·       clarification of budget/ financial model, albeit at a high level;

·       exposition of the pathways for industry-clinical engagement leading to economic advantage;

·       agreement of strategy to engage Monash/ approach government.


Chancellery Executive also agreed that a steering group be created to provide strategic, constructive input to the business case development.  The terms of reference would be to oversee the development of the business plan to ensure it properly encapsulates our capacity, captures the relevant partners who would be part of the Institute and articulates the resources we need to drive activity, collaboration and commercialisation of products.


In the first instance, two meetings of the Steering Group are proposed.


Meeting 1: between 26 August to 4 September.

(note - This timing is important as it works well with the timing of the two Victorian Government consultation papers (medtech and HMR strategy) which require responses by early September).


The draft agenda for the meeting is:

·         Review of current draft of BP (which will be circulated in advance);

•       Discussion of resourcing, operational and governance arrangements as per draft BP;
•       Strategy for engaging with Monash and other key partners;
•       Key message to deliver re GCI in the context of Vic Govt consultation papers;
•       Process for the appointment of Director


Meeting 2: between 2-6 October

(this suits the availability of Peter Hunter who is in Melbourne in this period)
